The Texas Tribune reported in 2015, a Houston school bus crash where two students lost their lives, the school bus was equipped with seat belts but the students killed were not wearing them. 2006 in Beaumont two high schoolers died when their school bus overturned. Beaumont and Houston are two school districts that have opted out of the new law to make their own seat belt rules.
